About this opportunity

Volusia County is soliciting bids from Florida-certified or registered electrical contractors for on-call electrical maintenance, repair, troubleshooting, installation, emergency response, and related services at County-owned and leased facilities throughout Volusia County, with responses due October 21, 2026 at 3:00 PM EST and questions due October 7, 2026.

Respondents must hold Florida Certified Electrical Contractor (EC) or Registered Electrical Contractor (ER) licensure. The scope spans operational maintenance, renovation support, and capital improvements across diverse facility types including administrative offices, courthouses, sheriff's offices, fire rescue stations, libraries, airport facilities, parks, and storage facilities. Services are performed on an as-needed basis under individual work authorizations; contractors must comply with specified response times detailed in the Scope of Work. Volusia County will establish agreements with one or more qualified contractors.

The initial contract term is three years with options for two subsequent one-year renewals, contingent on mutual written agreement and County Council approval. Award is made to the most responsive and responsible respondent offering the best overall value, not necessarily the lowest bidder. Evaluation criteria are total cost (requiring both Labor Rates and Equipment Rates pricing tables for responsiveness), past performance (with three references from relevant projects completed within the last three years), and possession of required licensing. The County permits annual price redeterminations based on documented increases in wages, fuel, or materials costs, using the Employment Cost Index or Producer Price Index.

Insurance requirements include workers' compensation with Florida statutory limits and waiver of subrogation; commercial general liability with $1 million per occurrence and $2 million general aggregate; and auto liability with $1 million combined single limits. The County must be named as additional insured. Some projects may be funded by sources prohibiting local preference provisions; federally-funded work must comply with FAA Airport Improvement Program clauses, including DBE participation goals of 6.9% for minorities and 6.9% for females, Davis-Bacon prevailing wage standards, and Buy American preferences. Payment terms allow forty-five business days from invoice receipt with interest accrual beyond thirty days. Responses are submitted via the County's eProcurement Portal.
