About this file
This is a FAA-funded solicitation document containing required clauses for Airport Improvement Program (AIP) projects administered by the Federal Aviation Administration. The document outlines mandatory contractual provisions that must be included in solicitation materials for all FAA-funded airport improvement projects. The file does not specify particular products, services, quantities, response dates, bid opening dates, site visits, or bidders' conferences, as it serves as a template of required clauses rather than a specific project solicitation. No contract term, renewal options, or award timeline is provided in this document.
The required clauses establish federal compliance obligations for contractors, including adherence to Equal Opportunity and affirmative action requirements with minority and female participation goals of 6.9% each, Davis-Bacon prevailing wage standards, Buy American preferences under 49 USC 50101 and BABA requirements, Title VI civil rights assurances, Disadvantaged Business Enterprise (DBE) participation requirements under 49 CFR Part 26, Federal Fair Labor Standards Act compliance, debarment and suspension certifications, trade restriction certifications regarding foreign country discrimination lists, and procurement of recovered materials under Section 6002 of the Solid Waste Disposal Act. Contractors must certify compliance with all referenced federal statutes and regulations, provide documentation of DBE participation or good faith efforts, submit subcontractor notifications within 10 working days of award for subcontracts exceeding $10,000, and maintain compliance monitoring throughout contract performance. The funding source is federal FAA appropriations for airport improvement projects.
