About this opportunity

The California Department of Managed Health Care is soliciting proposals for Voluntary Employees Beneficiary Association or Trust Fund consulting services under RFP C26MC-0007, with proposals due July 9, 2026 at 4:00 p.m. Pacific Daylight Time. The Small Business Preference program applies; the DVBE participation requirement has been waived, but the DVBE Incentive Program will apply.

The scope encompasses analytical review of VEBA and health care providers' data (not to exceed 450 hours), development of VEBA reporting templates (not to exceed 200 hours), training of DMHC staff (not to exceed 100 hours), and special projects on VEBA review processes and analysis (not to exceed 150 hours). Proposers must demonstrate qualifications in health insurance industry experience, comparative health care cost savings analysis, clinical patient outcomes review, and familiarity with the Integrated Healthcare Association's Align.Measure.Perform (AMP) program and the California Regional Health Care Cost and Quality Atlas. The scope also includes assisting in preparation of a written report to the Legislature summarizing pilot program findings.

The maximum contract value is $243,000 for the two-year period. This is a time and materials contract with compensation for actual authorized expenditures at fixed hourly rates. Proposed hourly rates must remain fixed throughout the contract term and any extensions. The anticipated contract term runs October 1, 2026, through September 30, 2028, with an option to extend for one additional year at the same rates and maximum dollar amount per year, subject to satisfactory performance and funding availability. The DMHC intends to award one agreement to one proposer but does not guarantee any specific volume of work.

Cost proposals must use the provided Excel template; alternative formats render the entire submission non-responsive. A notice of intent to award is anticipated July 17, 2026, with a proposed award date of July 23, 2026. Standard proposal materials and cost proposals must be submitted to separate email addresses, with cost proposal opening scheduled for July 16, 2026.
