About this opportunity
The San Bernardino County Sheriff/Coroner/Public Administrator has issued a Request for Proposal (RFP) for a turnkey Voice Logger Recording System to support its Communications Division operations at two dispatch centers: the Desert Control Center in Hesperia and the Valley Control Center in San Bernardino. The procurement requires a comprehensive solution that records radio traffic (encrypted and unencrypted), NextGen 9-1-1 telephony, Cisco office telephone traffic, analog CAMA trunks, and POTS lines across 27 analog channels and 29 VESTA IP consoles at Valley Control Center and 22 analog channels and 52 VESTA IP consoles at Desert Control Center, with consideration for future expansion to 58 call handling consoles. Deliverables include full procurement, installation, configuration, data migration from legacy systems, staff training, and disposal of existing equipment, with screen recording capability for 94 total PCs (36 at Desert Control and 58 at Valley Control) capturing up to three screens per terminal at 1920 x 1080 resolution with two-year retention periods. The County requires compliance with FBI CJIS Security Policy version 6.0, NIST frameworks, NENA standards, and SOC 2 Type II certification, with cloud services maintaining 99.5% monthly availability and data encrypted using AES 256-bit at rest and TLS 1.2 or equivalent in transit. Proposals must be submitted by February 10, 2026, with proposers' questions due by January 26, 2026 at 2:00 PM PDT; the contract term is three years commencing March 29, 2026 through April 30, 2029, with options to extend for one additional two-year period or two additional one-year periods, with anticipated contract award in March 2026. Evaluation will employ a best value methodology weighted as follows: 25% for qualifications and experience, 35% for technical review, 25% for cost, 10% for financial review, and 5% for references, with an optional additional 5% for interviews or demonstrations. Proposers must demonstrate experience designing and installing similar voice logger systems for organizations comparable in size to the Sheriff's Department and provide three current customer references, and all on-site installations including physical server installation are required.
There are no specific set-aside designations mentioned for disadvantaged enterprises, though local vendors may qualify for a 5% local preference if meeting all specified criteria. All data must be stored within the Continental United States. Proposers must register with the County's Electronic Procurement Network (ePro) prior to submission and maintain comprehensive insurance coverage, including workers' compensation insurance, general liability coverage of $1,000,000, automobile liability of $1,000,000 to $2,000,000 depending on passenger transport, professional liability of $1,000,000 per occurrence/$2,000,000 aggregate, and cyber liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate. The existing infrastructure includes four Archive Interface Servers (two at each location) recording fewer than 35 P25 talk groups per recorder, HPE servers upgraded in late 2023, and VESTA IP consoles that will require integration with the new system. Proposers may include optional features such as transcription, keyword spotting, call summaries, and AI quality assurance for consideration. The RFP documents do not specify the budget range or award value; pricing shall be submitted on Attachment E with all transportation, lodging, and per diem costs included for services at both control center locations.
