About this file
This document is an amendment containing answers to proposers' questions for Request for Proposal No. SHR126-ADMSR-6067, issued by the San Bernardino County Sheriff/Coroner/Public Administrator for a Voice Logger Recording System. The proposal seeks solutions for recording capabilities across two locations: Valley Control Center (VCC) and Desert Control Center (DCC), with the contract term specified as three years. The current system includes four Archive Interface Servers (two at each location) recording fewer than 35 talk groups per site with redundant recorders at each location. The department requires screen recording for 94 total PCs (36 at DCC and 58 at VCC), with recordings capturing up to three screens per terminal at 1920 x 1080 resolution, and retention periods matching departmental policy of two years after case closing. Recording requirements include approximately 35 P25 talk groups per recorder at each location, 27 analog channels at Valley Control and 22 at Desert Control for NextGen911 presentations, with all analog requirements including CAMA trunks already specified and no additional POTS line recording required.
Proposers may include optional features such as transcription, keyword spotting, call summaries, and AI quality assurance for consideration. The department requests proposals address both options for hardware utilization, including extending maintenance on existing HPE servers upgraded in late 2023 or quoting new hardware. Proposals may also include scalability options for current channel requirements or fully expanded system capacity from 28 to 58 call handling consoles. On-site installations including physical server installation are required; remote installation is not acceptable. The department does not require Cisco recording capability or Cisco built-in bridge integration. Configuration changes to the current P25 recording setup are not anticipated.

1) How many Archive Interface Servers (AIS) are installed today and location?
ANSWER: Dispatch currently has four AISes, two at Valley Control location and two at Desert Control location.
2) How many talk groups are required to be recorded and if recorded at both Desert and Valley, are they redundant to each other?
ANSWER: Less than 35 talk groups are recorded at each site. The recorders are redundant at each location (i.e., two recorders at Valley record the same Valley talk groups, and the two recorders at DCC record the same Desert talk groups).
3) Is there a need to change the current P25 recording config and if so, how?
ANSWER: Changes to the configuration are not expected.

6) Hardware Scope - The RFP specifies a 3-year contract term. The current recorder we upgraded to new HPE hardware at the end of 2023. Do you want us to utilize these servers by extending their maintenance for the 3-year period representing or would you prefer we quote new hardware?
ANSWER: We would like to explore both options, so, where applicable, the proposer should include information on both.
7) System Capacity - Should our proposal be based on the current channel requirements with scalability to your projected growth, or should we quote for the fully expanded system (from 28 call handling consoles to 58)?
ANSWER: The proposer may include options on both, if able to do so.
