About this opportunity

The City of Philadelphia is requesting a renewal proposal for VLogic Systems (formerly Wizard Software) Performo CMMS software platform for the Philadelphia Prisons Department, with a proposal due September 4, 2026. The renewal covers a one-year term from July 1, 2026 through June 30, 2027 and includes licensing for 45 active users with tiered access (1–20, 21–40, 41–50, and 51+ user groups) and mobile access for up to 100 users.

The annual contract value is $76,620, comprised of $5,340 in base software costs and $71,280 in active user fees at $1,320 per user. The proposal includes software updates, annual license fees, annual health checks, requestor data partitioning support, system enhancements, and standard support services with continued access to existing data and configurations. Annual billing is due within net 30 days.

All deliveries must be inside deliveries to a loading dock; drop shipment is not acceptable. The vendor must provide cost for installation and configuration unless otherwise directed and must submit literature on products offered at the City's request.

A Consent and Authorization Agreement is required to be submitted prior to bid closing through PHLContracts, the City's eProcurement platform. The form can be attached during vendor registration or included with the first submitted quote; once uploaded and remaining on file, it does not require resubmission for subsequent bids. VLogic Systems is the incumbent vendor, represented by Christopher Dillon, Senior Customer Success Manager. The proposal remains valid through September 30, 2026. An optional LGBTQ Applicant Opportunity Data collection form is available; submission is voluntary and supports the City's diversity and inclusion objectives.
