The scope encompasses design and construction of a 380-foot structural steel tower to ANSI/TIA-222-G standards with design capacity not exceeding 95% stress level under specified antenna and coax loading. The tower must accommodate 120 mph ultimate 3-second gust wind speed per the 2018 North Carolina State Building Code, 0.75-inch ice loading with 30 mph concurrent gust speed, and seismic design per specified parameters. All structural steel must be hot-dip galvanized per ASTM A123. The tower includes full-height safety cable systems, step pegs, LED-based FAA-compliant obstruction lighting using Drake Lighting components, comprehensive grounding and lightning protection, and a transmission ladder with per-foot pricing options. The associated compound contains an 11.5-foot by 19-foot prefabricated equipment shelter, a 40-kilowatt diesel generator, and chain-link fencing. Civil work must include site preparation, foundation installation (caisson or pad and pier options per geotechnical recommendations), and decommissioning and disposal of the existing tower and building. All work must comply with the 2018 North Carolina State Building Code and current OSHA requirements.

Bidders must submit a sealed design package prepared by a North Carolina Professional Engineer, including general notes, profile drawings, foundation designs, calculations, and structural member listings. Pricing must be submitted as firm fixed price on Attachment A, with separate line items for labor and materials. The vendor must provide three customer references for similar projects and certify financial stability. Project completion is required within 90 calendar days after contract award, excluding inclement weather days. The initial contract term is one year from effective date of final execution. Questions are due September 16, 2026. The State reserves the right to make separate awards or cancel the solicitation if deemed advantageous.
