About this opportunity

The State of Maine Division of Purchases is requesting quotations for vinyl decals for state parks, with quotations due July 13, 2012, through the electronic Vendor Self Service (VSS) platform.

The scope covers vinyl decals for multiple state park locations, including Swan Lake, Moose Point, Lamoine, and Reid parks, each with park-specific design and branding. All decals must be produced from UV-resistant, outdoor-grade vinyl material with adhesive backing suitable for Maine's climate, including temperature fluctuations, moisture exposure, and extended UV exposure. Decals must maintain appearance and adhesive integrity for a minimum of five years. Specifications detail decal dimensions, color requirements (including white and blue), design artwork, text formatting, and application instructions for park signage and facilities.

A recycled-content preference applies: the State will award up to a 10% price preference for paper or paper products containing a minimum of 30% post-consumer recycled material, provided such bids fall within 10% of the lowest compliant bid. Bidders claiming recycled-content preference must disclose composition in the comments section of their response. For paper products, bids must specify post-consumer recycled fiber content and certified virgin fiber content along with chain-of-custody certification from recognized third-party forest certification organizations (ATFS, FSC, MLCP, PEFC affiliates, or SFI); the State will pay up to a 4% price premium for 100% certified or recycled content.

Contract may be extended with contractor consent to a maximum total period not exceeding three years. Cost overruns are limited to 3% of contract value. All quotations must be submitted electronically by 2:00 p.m. local time on July 13, 2012. Award will be made on lowest-price basis among conforming bids or best-value basis (price weighted at minimum 25%) considering quality, specifications conformity, delivery, and total cost. Deliveries are FOB Destination with transportation prepaid by the successful vendor; payment terms are net 30 days from receipt of correct invoice. Past performance may be considered in award decisions.
