About this opportunity

The Dutchess County Water and Wastewater Authority (DCWWA) is requesting qualifications from design engineering firms for professional services to rehabilitate the Village of Tivoli Sanitary Sewer Collection System, with qualification submissions due September 15, 2026. The project is State Revolving Fund-funded through the New York State Environmental Facilities Corporation and carries a 20% Minority- and Women-Owned Business Enterprise (M/WBE) participation requirement unless waived by NYSEFC.

The scope encompasses six primary tasks: project management, survey and permitting, design progression through 30%, 60%, regulatory review, and bid-set phases, bidding and construction procurement support, design services during construction, and commissioning and closeout. The consultant will prepare construction documents including drawings and technical specifications, conduct survey work, prepare permit applications, and support the bidding process. All deliverables must be sealed by a licensed Professional Engineer in New York State. The consultant must demonstrate experience with municipal wastewater infrastructure projects, particularly sanitary sewer rehabilitation in constrained environments.

Compensation combines lump-sum, hourly not-to-exceed, and not-to-exceed billing methods across tasks. Project management is limited to 10% of total contract value with staged payment upon approval of the Project Management Plan, NYSEFC approval of the conformed bid set, substantial completion of construction, and final completion of consultant services. The base contract includes a $25,000 allowance for additional services and a $10,000 allowance for reimbursable expenses. The consultant must maintain professional liability insurance of $3,000,000 aggregate, comprehensive general liability of $1,000,000 per occurrence / $2,000,000 total, and other required coverages.

DCWWA will interview the three most-qualified firms September 21 through October 2, 2026, with contract award anticipated October 21, 2026. Design kicks off in November 2026, with substantial construction completion projected for May 2028. Site visits and pre-bid meetings occur during the bidding phase in August through October 2027.
