About this opportunity
The Village of Ilion in Herkimer County, New York, is soliciting sealed bids for Contract No. 6 – Transmission Main Improvements under its Water System Improvements Project. The comprehensive scope of work includes Cured-In-Place Pipe (CIPP) lining of approximately 2,400 linear feet of 12-inch potable water transmission main, installation of new 12-inch ductile iron pipe with associated appurtenances including valves, fittings, and hydrants, and cleaning and inspection services for the Village's 1 million gallon clearwell. Bids must be submitted on a lump sum and unit price basis with additive alternate bid items as specified in the Bid Form and must be accompanied by bid security. Prospective bidders are required to hold a valid Certificate of Registration from the New York State Department of Labor prior to contract award, as this is a covered project under New York State Labor Law 220-I, and must comply with all applicable State and Federal licensing requirements. Sealed bids will be received at the office of the Village Clerk, 49 Morgan Street, Ilion, New York 13357, until 11:00 a.m. local time on May 20, 2026, at which point all bids will be publicly opened and read. Bidding documents are available through Barton & Loguidice, D.P.C., located at 443 Electronics Parkway, Liverpool, New York 13088, and can be downloaded at https://bl.biddyhq.com for a non-refundable fee of $100.00. The Village will not assess Federal, State, or local sales and compensating use taxes on material costs, and exemption certificates will be provided upon request.
No set-asides or restrictions limiting eligible bidders have been identified in the available documentation; however, minority and women-owned business enterprises are strongly encouraged to submit bids. No incumbent contractors have been identified, indicating this represents a new competitive procurement opportunity with no previous identical or substantially similar contracts awarded within the past five years. Bidders cannot have been barred from competing on public works under General Municipal Law 5A-103-b and must furnish additional bonds as outlined in the bidding documents. The project is subject to New York State prevailing wage requirements and applicable procurement regulations. No specific award value or budget range has been disclosed in the procurement documents. The project owner reserves the right to reject any or all bids. An Addendum No. 1 dated May 14, 2026, has been issued to clarify project requirements, specifications, and terms, and prospective bidders should review this addendum in conjunction with all original bid documents, technical specifications, and related exhibits to ensure full compliance with current project requirements and submission deadlines.
