About this opportunity

The Missouri Department of Transportation (MoDOT) St. Louis District is conducting a single feasible source (SFS) procurement for video sharing services under a Blanket Purchase Agreement with Skyline Technology Solutions, LLC for the period of June 1, 2026 through May 31, 2027, with options to renew for two additional one-year periods. The solicitation opened on May 14, 2026 at 3:00 PM UTC and closes on May 21, 2026 at 3:00 PM UTC, with responses required to be submitted electronically through MissouriBUYS. The procured services include video sharing service maintenance and support on existing Skyline Technology Solutions proprietary servers, including the distribution of video feeds to MoDOT's internal and external partners. All work must be performed by Skyline product technicians to preserve equipment warranties and ensure proper functionality, as any work performed by outside companies would void all warranties and compromise video feed distribution. The contractor must maintain General Liability insurance of not less than $600,000 per occurrence and $4,000,000 aggregate, Business Automobile Liability insurance of not less than $600,000 per occurrence and $4,000,000 aggregate, and Missouri State Workers' Compensation coverage with $1,000,000 employer's liability insurance. MoDOT will evaluate responses using multiattribute scoring methodology, and no price increases are permitted during the first six months of the original contract period or any renewal period.

This procurement is restricted to Skyline Technology Solutions, LLC as the sole feasible source based on the proprietary nature of the equipment and the requirement that only Skyline product technicians can perform the necessary operations and maintenance work. All prospective vendors must be registered in MissouriBUYS, comply with the Annual Worker Eligibility Verification Affidavit and Affidavit of Lawful Presence requirements, and meet state and federal nondiscrimination laws, Executive Order 07-13 regarding employment eligibility, and drug-free workplace requirements. Additionally, vendors must certify compliance with the Missouri Anti-Discrimination Against Israel Act if the contract has a total potential value of $100,000 or more or if the vendor employs ten or more employees. While no specific award value or budget range is disclosed in the solicitation documents, the contract structure as a Blanket Purchase Agreement with vendor-submitted pricing suggests flexibility in total compensation based on service utilization and any approved price increases after the initial six-month period.
