About this opportunity
Texas A&M University's Division of Finance and Business Services is soliciting bids through Invitation to Bid ESBD 572091 for comprehensive veterinary services for collegiate horses on its College Station campus, with bids due November 11, 2026. The opportunity is extended only to Texas state agencies listed as Institutions of Higher Education. The university will award a single vendor on an all-or-none basis. No State of Texas Subcontracting Plan is required, and no set-asides apply.
Scope covers wellness and preventive care, sports medicine and performance services, diagnostic imaging, internal medicine, emergency services, surgery, reproductive services, and pre-purchase evaluations. Vendors must submit either a comprehensive price list for all goods and services or a detailed description of their pricing methodology, including any formulas or variables. Unit pricing governs in the event of extension errors, and pricing must remain firm for the full agreement term.
The estimated annual expenditure is $540,000. The Master Order carries an effective date of November 16, 2026, with an initial one-year term that renews automatically for successive one-year periods unless either party gives thirty days' written notice of non-renewal. The maximum total term does not exceed five years. Vendors must quote maximum percentage increases for each of the four potential renewal periods. Texas A&M may terminate without cause on thirty days' prior written notice, and its sole obligation is payment for products and services ordered and received before termination. Payment terms are Net 30 upon receipt and acceptance of services and an uncontested invoice. The agreement is subject to Texas A&M Standard Terms and Conditions.
Award will be made on best-value criteria: purchase price, vendor reputation, quality, ability to meet institutional needs, past performance, compliance with historically underutilized business requirements, and total long-term cost to the institution. The solicitation does not state weightings for these criteria.
