This is an Invitation to Bid (ITB) specification document issued by Texas A&M University's Division of Finance and Business Services for establishing a Master Order to provide comprehensive veterinary services for collegiate horses on the Texas A&M campus in College Station, Texas. The scope of work encompasses wellness and preventive care, sports medicine and performance services, diagnostic imaging, internal medicine, emergency services, surgery, reproductive services, and pre-purchase evaluations. The estimated annual expenditure is $540,000. The Master Order will be awarded to a single vendor on an all-or-none basis, with an effective date of November 16, 2026, for an initial one-year term. The contract will automatically renew for successive one-year periods unless either party provides thirty days' written notice of non-renewal, with a maximum total contract term not to exceed five years. The vendor must quote maximum percentage increases for each of the four potential renewal periods. The award decision will be based on best value criteria including purchase price, vendor reputation, quality, ability to meet institutional needs, past performance, compliance with historically underutilized business requirements, and total long-term cost to the institution.
Payment terms are Net 30 upon receipt and acceptance of services and an uncontested invoice. All pricing must remain firm for the duration of the agreement term, with unit pricing provided and governing in case of extension errors. Vendors must submit either a comprehensive price list for all goods and services or a detailed description of their pricing methodology including any formulas or variables used to determine pricing. Texas A&M reserves the right to terminate the agreement without penalty for non-performance or without cause upon thirty days' prior written notice, with the University's sole obligation limited to payment for products and services ordered and received prior to termination. The agreement is subject to Texas A&M Standard Terms and Conditions, and the opportunity is extended to all Texas State Agencies listed as Institutions of Higher Education.
