About this opportunity

The California Department of Public Health (CDPH), Center for Laboratory Sciences, is soliciting bids for veterinarian services at the Richmond CDPH Vivarium and Laboratory Animal Program. The procurement is an Invitation for Bid (IFB) seeking a qualified veterinarian to provide comprehensive animal care and regulatory compliance support. Key deliverables include conducting 15 animal care and use inspections, developing two program descriptions, reviewing two animal use protocols, performing two occupational health reviews, providing 20 hours of attending veterinarian duties, handling potential whistleblower corrective actions, and managing potential mass colony euthanasia events. Minimum qualifications mandate a valid veterinary medicine license, three years of laboratory veterinary consultation experience, and at least one year of experience with the Institutional Animal Care and Use Committee (IACUC) and Accreditation of Laboratory Animal Care (AAALAC). The bid is due on December 2, 2025, at 3:00 p.m. (PT), with a public bid opening on December 3, 2025, at 10:00 a.m. (PT), and an anticipated contract start date of December 22, 2025, extending through June 30, 2027. The contract will be awarded to the lowest responsive and responsible bidder.

While no specific set-aside requirements are mandated, the solicitation includes provisions for Small Business and Disabled Veteran Business Enterprise (DVBE) participation, with DVBE program requirements currently waived but DVBE incentives still applicable. Bidders must provide proof of appropriate liability insurance and submit comprehensive documentation, including cost worksheets, business information, payee data records, and various state-mandated certifications. The maximum contract amount is $50,000.00, with any bids exceeding this threshold being deemed non-responsive. The services will be performed at the CDPH Richmond Campus located at 850 Marina Bay Parkway, Richmond, California, during regular business hours of 7:00 a.m. to 6:00 p.m., Monday through Friday, with 24/7 emergency service availability. CDPH reserves the right to extend the contract for up to one additional year and potentially increase funding by up to 30 percent of the original contract cost based on satisfactory performance and funding availability.
