The Commonwealth encourages participation by Small Diverse Businesses as prime contractors and subcontractors, with the SDB participation criterion weighted at 20 percent of total points; a prime contractor must perform 60 percent of the total contract value to receive points under this criterion, with significant SDB subcontracting defined as a minimum of 5 percent of the total contract value. The selected offeror must contract with the current veterinarian as a paid consultant or subcontractor for 12 months to ensure service transition. The contract will be issued as a Purchase Order with an initial term commencing on the Original PO Effective Date and may be renewed for a maximum of two additional one-year terms, provided written notice of extension is given at least 90 days prior to expiration. The contractor may increase rates by no more than 3.00 percent annually with at least 30 days' prior notice. Compensation is limited to work satisfactorily performed on an hourly rate basis, with reimbursement only for actual hours worked; no travel or per diem expenses are allowed unless specifically set forth in the contract.
