About this opportunity

The Massachusetts Division of Marine Fisheries is seeking the services of eight commercial lobstermen and their vessels to bait, set, haul, and maintain MADMF-owned lobster traps for lobster population monitoring. A maximum of five contracts will be awarded in LCMA 1 (NMFS Area 514) and a maximum of three contracts will be awarded in LCMA 2 (NMFS Areas 538 & 537). The duration of the study is 4 months, from June to September, with contractors expected to complete 3 sea-days per month. The bid response deadline is February 23, 2018, and the estimated contract start date is mid-May 2018. The procurement will be evaluated based on the bid amount, the qualifications and experience of the contractor, the appropriateness of the contractor's vessel, and past performance on any previous contracts with MADMF. The estimated value of the procurement is $150,000.

This procurement is targeted towards businesses participating in the Commonwealth's Small Business Purchasing Program, with subcontracting limited to 20% of the contract value unless to another SBPP-registered participant. No incumbent vendors or current contractors are listed, and the RFR does not specify any existing infrastructure or technology that requires integration.
