About this opportunity

The Massachusetts Division of Marine Fisheries (MADMF) is seeking the services of two commercial lobstermen and their vessels to bait, set, haul, and maintain MADMF-owned lobster traps for lobster population monitoring in LCMA 2 (NMFS Area 538), which covers Barnstable County. The selected contractors will be responsible for loading and rigging the traps, while MADMF will provide the traps, lines, and buoys. The study duration is 4 months from June to September, during which each contractor will complete 3 sea-days per month. The Request for Response (RFR) has a bid release date of March 2, 2018 and a bid response deadline of March 23, 2018, with contracts expected to begin in mid-May 2018. Evaluation criteria include the bid amount, qualifications and experience of the contractor, and appropriateness of the contractor's vessel.

This is a small procurement targeted to businesses participating in the Commonwealth's Small Business Purchasing Program, with subcontracting limited to 20% unless with another SBPP-registered participant. A maximum of 2 contracts will be awarded, with an estimated total value of $150,000. The RFR does not mention any incumbent vendors or current contractors, nor does it specify any existing infrastructure or technology that requires integration.
