About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are seeking a qualified vendor to provide a Vendor Managed Safety Awards Program for employees reaching service milestones between 15 and 40 years. The successful vendor will manage a comprehensive awards program that includes recipient data management, notification, direct delivery of awards to employees' homes, and an online catalog with at least 10 product options per service year category. Key requirements include offering both traditional and non-traditional items suitable for a diverse workforce, with at least half of the awards having options to add MoDOT logos or years of service recognition. The program will serve approximately 194 total recipients annually, with recipient numbers ranging from 80 employees at the 15-year level to 1 employee at the 40-year level. Proposals are due August 27, 2024, at 2:00 PM CDT, with vendor questions accepted until August 7, 2024. The evaluation criteria will be weighted as follows: 40 points for experience/expertise/reliability, 30 points for proposed method of performance, and 30 points for proposed fees.

The procurement encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with suggested participation goals of 10% MBE and 5% WBE. The contract period will run from the date of execution through June 30, 2025, with four one-year renewal options available. The budget per employee varies by service milestone, ranging from $50 for 15-year recipients to $175 for 40-year recipients. Vendors must provide a comprehensive service offering, including a toll-free customer service line, a 30-day no-questions-asked return policy, and a one-year product warranty. Proposals can be submitted electronically through MissouriBUYS or via hard copy with prior approval. The award will be made on an "all or none" basis, and the successful vendor must comply with state and federal regulations, including the Domestic Products Procurement Act and the Drug-Free Workplace Act. Potential vendors should be prepared to demonstrate their ability to manage a diverse product catalog and provide high-quality customer service to MoDOT employees.
