About this opportunity
The City of Milwaukee Department of Administration – Purchasing Division is soliciting bids for a three-year vendor contract to supply approximately 250 direct buried 26-foot aluminum poles with banner rating capability annually. The procured aluminum poles must conform to City of Milwaukee Specification No. 12c-C-2 (revised 07/02/2025) and Technical Drawing #B-86-32 (revised 03/03/2022), with the poles designed to support fifty-pound fixtures with double banners totaling twenty square feet mounted at 18 feet above grade and engineered to withstand 90 miles per hour wind loads in accordance with AASHTO standards. All components, including fasteners and hardware, must be stainless steel or approved equivalents, and vendors must submit cut sheets and shop drawings within three working days of request or face bid rejection. Qualified bidders must possess the ability to deliver the first order within 60 calendar days of order receipt, with subsequent monthly deliveries of 15 poles to the Department of Public Works – Traffic & Electrical Services at 1540 West Canal Street, Milwaukee, Wisconsin 53233, during designated delivery windows of Monday through Friday between 9:00 A.M. and 1:00 P.M. Engineering calculations prepared and sealed by a Wisconsin-licensed engineer must be submitted within 30 days of bid award, and all welding must comply with ASME standards. Bids must be submitted electronically through the City's Bonfire portal by April 30, 2026, at 4:30 P.M. Central Time, with award made to the lowest responsive and responsible bidder demonstrating compliance with all specifications and delivery requirements. No bidder's conference or site visit is scheduled for this solicitation.
The City of Milwaukee offers multiple bid preference programs for which qualified bidders may be eligible: Local Business Enterprise (LBE) preferences up to 5 percent or $25,000 for certified LBEs; Small Business Enterprise (SBE) preferences up to 10 percent or $30,000 for certified firms; and Milwaukee-Made, Milwaukee County-Made, or American-Made goods preferences up to 12 percent or $28,171, with bidders selecting the American-Made preference option prohibited from simultaneously claiming LBE program benefits. All bidders must submit completed ITB documents, descriptive literature, detailed breakdowns of proposed offerings, Form W-9, applicable affidavits, an Ethical Purchasing Affidavit of Compliance certifying adherence to the City's Non-Poverty Wage requirements, and an Affidavit of Compliance – Milwaukee or American Made Goods to qualify for the 12 percent buy preference if applicable. All contractors are required to maintain Commercial General Liability insurance with minimum coverage limits of $1,000,000 per occurrence and $2,000,000 general aggregate, naming the City of Milwaukee as an additional insured, with Certificates of Insurance submitted prior to contract effective dates and annually thereafter. The specification includes a one-year warranty obligation from installation (not to exceed two years from delivery) covering merchantable quality with repair, replacement, freight, and removal/reinstallation costs borne by the contractor at no charge to the City. While no specific contract award value is disclosed in the solicitation documents, the estimated annual procurement of 250 poles with potential additional quantities and the 12 percent buy preference threshold of $28,171 suggest a contract value likely exceeding $200,000 over the three-year period.
