About this opportunity

The University of Wisconsin-Milwaukee (UWM) is soliciting bids for a vending service contract to supply up to five vending machines offering fresh salads, proteins, and healthy snacks across campus locations. The procurement is a revenue-sharing contract with no direct funding from UWM, requiring vendors to provide credit and debit card-only machines at no cost to the university. Bidders must offer six salad flavors, three protein types (including a vegan option), and two nutritious snacks, with selling prices ranging from $1.00-$9.00 depending on product category. The initial contract term is one year with five optional one-year renewals, and two machines must be operational within 21 days of contract execution at the Student Union and Klotsche Center locations. Key vendor responsibilities include supplying and maintaining all equipment, ensuring food handler certifications, performing background checks, maintaining PCI DSS compliance, and providing 24/7 on-call maintenance with three-hour response times. The bid was released on August 21, 2017, with an optional site visit RSVP deadline of August 28, 2017, questions due by September 6, 2017, and final bids due September 13, 2017 at 2:00 PM CDT.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the bid documents. The current vending machine sales data indicates a robust market, with cumulative vending machine sales across campus locations totaling $156,361.93 between January 2016 and August 2017. Top-performing locations like the Library ($4,930.00) and Union 1st Floor ($3,254.29) suggest significant revenue potential for the successful vendor. Equipment requirements specify machines must be from a nationally recognized manufacturer, either new (2011 model year or newer) or refurbished (2006 model year or newer), and must be ADA compliant. While no specific award value is listed, the revenue-sharing model will be based on commission rates or minimum guaranteed yearly payments calculated on net sales. The contract allows for potential expansion beyond the initial five machines, providing opportunities for vendors to increase their campus presence if performance meets UWM's expectations.
