About this opportunity

The Missouri Department of Corrections is requesting sealed bids for vending machine services at Southeast Correctional Center in Charleston, Missouri, under IFB DOC 0000000073SL, with bids due October 1, 2026 at 2:00 p.m. Central Time through MissouriBUYS. Service-Disabled Veteran Business Enterprises (SDVEs) certified by the Missouri Office of Equal Opportunity receive a three-point preference bonus in evaluation.

The scope includes provision, installation, maintenance, and regular stocking (up to six days per week) of snack machines (minimum 20 large and 20 small slots), Energy Star-rated or energy-conservation-equipped beverage machines, cold food machines, change machines, microwaves, and condiment bars. All machines must accept bills, coins, and credit/debit cards; display only approved products; and incorporate non-resettable meters for audit purposes. The contractor must maintain high standards of cleanliness and quality with trained repair personnel available within one working day. SECC is a minimum/medium/maximum security facility housing 1,573 male offenders.

Pricing is structured as a firm fixed commission rate percentage of gross sales. Estimated annual gross sales at SECC average $21,425.63. Commission payments are due by the 15th of each month; machines in the offender visiting room allocate 60 percent of commission to the Canteen Fund and 40 percent to the SECC Personnel Club, while staff-only machines generate 100 percent commission to the Personnel Club. The contract runs from November 6, 2026 through November 5, 2027, with Department options to renew for two additional twelve-month periods. A current contract exists under number Y24708108.

The contractor must maintain Missouri business authorization, assume all federal, state, and local tax and permit obligations, and carry liability insurance adequate to protect the State of Missouri. Evaluation applies multiattribute scoring assessing responsiveness to mandatory specifications, contractor responsibility and reliability, and cost analysis. Facility tours are available; vendors should contact Rashata Cross at least four days prior. Procurement Officer Craig Lee is the buyer of record at (573) 526-0591 or craig.lee@doc.mo.gov.
