About this opportunity

The City of Newark, New Jersey is seeking bids for Vending Machine Services (Bid #2025-10) across 12 municipal facilities including courts, municipal offices, recreation centers, and utility departments. The procurement is an invitation to bid (ITB) for one or more vendors to provide, install, and maintain vending machines offering beverages, snacks, breakfast items, and candy. Potential vendors must propose a commission percentage based on monthly net sales at each location, with all-inclusive pricing covering installation, maintenance, and product costs. Electronic bids will be accepted through the City's e-Procurement Portal until 10:15 am on Thursday, February 27, 2025, with a proposed contract term of two years. Bidders are required to provide new, energy-efficient machines that accept multiple payment methods, commit to professional service standards including prompt restocking and repairs, and replace machines within five business days if necessary. Evaluation criteria will likely include the proposed commission percentage, machine quality, product selection, and ability to meet service requirements. Vendors must also obtain vending facility licenses at $100 per location and machine licenses at $50 per machine.

The contract opportunity does not explicitly specify set-aside designations for disadvantaged enterprises. Vendors must complete several mandatory compliance documents, including Equal Employment Opportunity Language, Americans with Disabilities Act compliance, Ownership Disclosure Statement, and Political Contribution Disclosure forms. Specific restrictions include prohibitions on vendors with investment activities in Iran and requirements for comprehensive business transparency. The City reserves the right to make multiple contract awards and to approve product selections, with an explicit prohibition on tobacco products. While specific budget ranges are not detailed, vendors will be required to pay commissions to the City based on monthly net sales, suggesting potential revenue generation for the municipality. The procurement process emphasizes thorough vendor vetting, with warnings that incomplete or false submissions can result in bid rejection, contract termination, and potential legal consequences. Interested vendors must demonstrate compliance with various municipal ordinances and ethical standards to be considered for the vending machine services contract.
