About this opportunity

The Missouri Department of Transportation (MoDOT) has issued an Invitation for Bid (IFB605CO22002281) seeking qualified vendors to provide, install, and integrate Tire Defect Detection Screening (TDDS) and Weigh-In-Motion (WIM) systems at three official weigh stations located in Mayview and Bloomsdale, Missouri. Specifically, the project requires installation of these systems at East Bound Mayview (I-70), West Bound Mayview (I-70), and South Bound Bloomsdale (I-55) locations. The procurement seeks comprehensive technology solutions that will integrate with existing commercial vehicle screening and Lane Control Systems, with a requirement for complete installation within 6 months of purchase order issuance. Bids are due by August 25, 2021, at 2:00 PM CDT, with site visits allowed until the day before the bid closing date, scheduled between 9:00 AM and 3:00 PM Monday through Thursday. The contract will be awarded to the lowest responsive and responsible bidder meeting all specifications, with vendors required to submit a 5% bid bond and provide detailed pricing for equipment, installation, and integration. Evaluation will focus on total cost, technical compliance, and the vendor's ability to meet the comprehensive system integration requirements.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women-owned Business Enterprises (WBE), with participation goals of 10% and 5% respectively. Federal funding is involved, which requires compliance with Buy America provisions and prevailing wage requirements for Lafayette and St. Genevieve Counties. The successful contractor must provide a minimum three-year service warranty covering all parts, consumable items, and travel expenses. The contract includes provisions for liquidated damages of $100 per day per item for late delivery, and requires the vendor to carry substantial insurance coverage, including general liability ($3M), automobile liability ($3M), and workers' compensation. While no specific budget range is explicitly stated, the comprehensive nature of the project—involving advanced detection and weigh-in-motion technology at multiple locations—suggests a significant investment. The procurement allows for electronic bid submission through MissouriBUYS or hard copy delivery, with specific requirements for vendors choosing to submit physical documentation.
