About this opportunity
The Colorado Department of Human Services, Division of Vocational Rehabilitation (DVR), issued a Documented Quote (DQ) solicitation for vehicle modification services to serve eligible DVR clients across Denver County and Denver City. The procurement seeks qualified vendors to provide comprehensive vehicle modifications and supporting services that enhance vehicle functionality in accordance with prescriptions from approved medical facilities. Required modifications may include lowered floors, power sliding doors, power slide or fold-out ramps, remote keyless entry systems, wheelchair tie-down systems, hand controls, and wheelchair arm power lifts. Vendors must be members in good standing of the National Mobility Equipment Dealer Association (NMEDA) and hold NMEDA-QAP dealer certification. The State intends to award a single vendor contract for a 24-month period with the option to extend pricing to other Human Services divisions in Pueblo and Grand Junction. All pricing must be submitted on an FOB Destination basis with firm price guarantees for the entire award term. Evaluation criteria prioritize price as the primary consideration while also assessing vendor experience, delivery capabilities, administrative costs, and exceptions taken to DQ requirements. Vendors must submit quotes by July 31, 2015, at 2:00 PM MDT via email to vera.kennedy@state.co.us or by fax to 303-987-4596/4610, and must provide a company overview detailing experience with similar services, three recent references, and information on certified staff members and company history.
Service Disabled Veteran Owned Small Businesses (SDVOSBs) incorporated or organized in Colorado and officially registered with the U.S. Department of Veterans Affairs are eligible to receive a 5% preference on their bids, provided they submit required SDVOSB certification documentation. Vendors must specify any minimums, special charges, restrictions, or conditions applicable to their quotes, and payment terms must be no less than 45 calendar days. No specific incumbent vendors or current contractors are identified in the solicitation materials. As a condition of award, a Purchase Order or State Contract must be executed before the vendor performs or delivers any goods or services. The solicitation does not provide a stated budget range or award value, with pricing to be determined through the competitive quotation process. All qualified vendors meeting NMEDA membership and certification requirements are eligible to respond to this procurement opportunity.
