About this opportunity
The Central Florida Tourism Oversight District (CFTOD) is soliciting bids for a three-year Vehicle Detailing Services Agreement through ITB #C006917, seeking contractors to provide comprehensive washing and detailing services for their diverse fleet of vehicles, including trucks, pick-ups, cargo vans, SUVs, dump trucks, flat beds, water trucks, tractors, utility trucks, roll-off trucks, and yard spotter trucks. The procurement requires contractors to perform both exterior and interior vehicle detailing using on-site District-provided wash stations, with specific requirements including thorough exterior cleaning (washing, waxing, chrome and glass treatment), wheel and rim detailing, and comprehensive interior cleaning (vacuuming, surface wiping, leather and vinyl treatment). Contractors must provide all necessary labor, materials, equipment, supervision, transportation, and tools to complete the services. The bid is being hosted on the PlanetBids platform, with proposals due by September 9, 2025. Vendors must register on the platform to submit questions and bids, though document viewing is permitted without registration. Invoicing will be itemized by labor cost per contract pricing, and contractors are strictly limited to on-site vehicle movement.
The solicitation demonstrates a preference for local vendors, veteran small businesses, and opportunity zone businesses, suggesting potential set-aside or preference designations for these categories. While specific award value ranges are not explicitly stated, the three-year contract term and comprehensive service requirements indicate a potentially substantial procurement opportunity. The District encourages vendor participation by offering access to their bid opportunities and sharing vendor information with other governmental entities. Contractors will be required to adhere to strict protocols, including prohibitions on relocating vehicles on District or public roadways and mandatory reporting of any vehicle damage or missing items discovered during the detailing process. Additional vehicle-specific details will be provided in Attachment 1 - Vehicle List, which interested vendors can review during the bidding process. The procurement appears designed to maintain the District's vehicle fleet in optimal condition through professional, systematic detailing services.
