About this opportunity
The City of Pasadena Police Department is requesting proposals for vehicle decal printing and installation on 54 police vehicles under Informal Selection solicitation 2026-Informal-0337, with proposals due June 15, 2026 at 3:00 p.m. through the City's eProcurement Portal, and a question deadline of June 5, 2026 at 3:00 p.m. The procurement permits split awards between production and installation services, with final award based on lowest price among responsive and responsible bidders.
The scope covers printing and installation of new graphics on Ford Explorers (28 units), Chevrolet Tahoes (12 units), Ford Edges (5 units), and Ford Crown Victorias (11 units). Graphics are two-color designs with black, white, and grey elements incorporating the city seal and "Pasadena Police" text, with reflective material on front doors and tailgates and vehicle-specific numbers on fenders and tailgates. Production must use 3M 680 films or equivalent with minimum five-year warranty and ship within 10 business days of order. Installation shall be completed at a rate of 5–10 vehicles daily at Pasadena City Maintenance Yards.
The contract term runs July 1, 2026 through June 30, 2027, with potential renewal options subject to Consumer Price Index adjustments not exceeding the current 12-month CPI rate. All costs must be inclusive of materials, labor, shipping, storage, and handling with no separate reimbursement for expenses outside the proposal. Delivery to 323 W. Mountain Street, Pasadena, California 91103 must occur within 10 business days of order during Monday through every-other-Friday business hours (7:30 a.m. to 5:30 p.m.).
Bidders must submit Form AA-1 and comply with equal employment opportunity requirements. If the contract total exceeds $25,000, the Pasadena Living Wage Ordinance applies. A five percent bid bond via Surety2000 is required, and selected contractors must submit IRS Form W-9 within 10 calendar days of notification. Proof of insurance is required prior to award. Contractors located within Pasadena must obtain a business license; those performing services outside the City or making fewer than 10 visits are charged 33 percent of annual tax.
