About this opportunity

The State of Georgia, through the Department of Administrative Services (DOAS), has issued an electronic Request for Quotes (eRFQ) to establish a contract with one or more qualified vendors to provide Vehicle Auction Services. The contract will cover the transportation, receiving, storage, redistribution, and auctioning of surplus state vehicles, including cars, light trucks, and vans, to the public. This procurement is necessary as many state agencies do not have the resources to conduct on-site vehicle sales. The successful offeror(s) must have the capability to manage the entire process of handling the state's surplus vehicle inventory. The evaluation criteria for this solicitation are not explicitly stated in the provided documents.

The solicitation was open from November 21, 2023, with a closing date of the same day. The Notice of Award indicates that the contract has been awarded to Insurance Auto Auctions, Inc. as the successful offeror, while JJ Kane Auctioneers was not selected due to not submitting the lowest priced bid and lacking the required proof of a Georgia auctioneer license and auction company license. No award amount is provided, as this is an open agency contract. The documents do not mention any set-aside designations or restrictions on the types of organizations that can respond, nor do they provide information on any incumbent vendors or existing infrastructure that requires integration.

Opportunity text

Pursuant to the State Purchasing Act (Official Code of Georgia Annotated §§50-5-50 et seq.), this electronic Request for Quotes (eRFQ) is being issued to establish a contract with one or more qualified suppliers who will provide Vehicle Auction Services to the Department of Administrative Services (hereinafter, the State Entity) as further described in this eRFQ. OCGA§ 50-5-141 requires the Georgia Department of Administrative Services (DOAS), Surplus Division to manage the redistribution, sale, and disposal of Georgia's state surplus personal property. DOAS seeks qualified vendors to transport, receive, store, redistribute and auction surplus state vehicles (cars, light trucks, and vans) to the public. Vehicles represent a unique commodity class in surplus. Many agencies do not have sufficient space or personnel to conduct on-site vehicle sales.
