About this opportunity
Socorro County, through the Community Development Block Grant (CDBG) program, is seeking a contractor to construct the Veguita Healthcare Center, a new 1,499 square foot public health clinic located at 1 Salomon Griego Drive in Veguita, New Mexico. The project involves building a fully equipped medical facility that includes exam rooms, treatment rooms, a nurse station, reception area, waiting room, bathrooms, supply rooms, and supporting spaces, all designed to be ADA compliant and meet New Mexico Department of Health and Construction Code specifications. The procurement is for a single prime contract with a targeted completion of 210 calendar days after the notice to proceed, with a mandatory pre-bid conference held on April 13, 2018, and bid submissions due on April 25, 2018, at 2:00 pm. Contractors must be registered with the New Mexico Department of Workforce Solutions and demonstrate experience in medical clinic construction. The county will award the contract to the lowest responsible bidder, reserving the right to reject any or all bids based on compliance with federal and state regulations, including equal employment opportunity and Davis-Bacon wage requirements.
The contract appears to have no specific set-aside designations for disadvantaged enterprises, though contractors must meet comprehensive federal and state compliance standards. The total project budget is estimated at $575,000, with approximately $500,000 funded through federal sources. Bidders are required to provide performance and payment bonds and meet specific insurance requirements. Contractors must be registered with www.sam.gov and the NM Workforce Solutions, and the project has been approved by the NM Governor's Commission on Disability and the NM Department of Health. The successful contractor will be responsible for all plan review and building permit costs, and must complete the project with specific technical requirements, including building envelope air leakage testing and adherence to electrical system specifications. A $20,000 project closeout line item will be paid only after 100% completion, submission of all documentation, and subcontractor releases of liens.
