About this opportunity

The Virginia Department of Health (VDH) has issued an Invitation for Bids (IFB) for the procurement of two new 26-foot mobile medical clinic units through the solicitation VDH-25-018-0002 for the Mount Rogers Health District, which serves Carroll County and Hopewell City. The mobile clinics will be used for outreach, mobile medical services, and as mobile command centers during large-scale events or emergencies. Detailed specifications include requirements for the Ford E450 chassis, specific dimensional and equipment standards, interior and exterior features, and conversion requirements. Bidders must submit electronic bids through the Commonwealth's eProcurement portal (eVA) by 1:00 PM EDT on August 5, 2024, with all work to be completed and invoiced no later than January 31, 2025. An optional virtual pre-bid conference is scheduled for July 15, 2024, and the contract will be awarded to the lowest responsive and responsible bidder meeting all solicitation requirements. The evaluation will focus on compliance with detailed vehicle specifications, pricing submitted on the provided Bid Sheet, and overall responsiveness to the IFB's technical and administrative requirements.

The solicitation encourages participation from small, woman-owned, and minority-owned businesses, and requires a Small Business Subcontracting Plan for bids over $100,000. The contract will be awarded without regard to race, religion, color, sex, national origin, age, disability, sexual orientation, gender identity, political affiliation, or veteran status. No specific set-aside designations are noted, and the IFB does not provide information about incumbent vendors or current contractors. While the specific budget range is not explicitly stated, the bid tabulation sheet indicates proposal pricing ranging from $459,978.00 to $623,666.00 for the two mobile clinic units. The contract appears to be a one-time purchase with no mentioned renewal options, and the VDH will assign a Contract Administrator to oversee the project and ensure compliance with state and federal procurement requirements. Vendors must comply with the Commonwealth's Vendors Manual and the eVA electronic procurement system guidelines.
