About this opportunity
Opportunity Home San Antonio is requesting proposals for various security guard services including fire watch, mobile patrol, and security guard posts at multiple San Antonio properties, with proposals due June 22, 2026 at 2:00 p.m. through the Bonfire E-Procurement portal. Section 3 compliance is mandatory — prime contractors must submit a Section 3 Program Utilization Plan at bid submission and meet minimum labor-hour benchmarks of 25 percent for Section 3 workers and 5 percent for Targeted Section 3 workers, with subcontracting allocation requirements of at least 10 percent of total contract value to Section 3 business concerns (or 3 percent for professional services). Small and Local Vendor utilization is also required with documented good-faith efforts to achieve applicable participation ranges.
Respondents must hold valid Texas Private Security Bureau licensure, demonstrate a minimum of three years' experience in security guard services, and provide both non-commissioned and commissioned security personnel as well as Texas-licensed peace officers. Security personnel must meet background checks, drug screening, state-approved training certifications, and minimum age 21 requirements. The contractor must provide personnel, supervision, equipment, uniforms, transportation, and maintain a guard patrol tracking system with electronic real-time reporting capabilities.
The contract is firm fixed-price with options to extend for up to four additional one-year periods at Opportunity Home's sole discretion. Board approval is anticipated in August 2026. Evaluation criteria assign 25 percent weight to experience, 25 percent to key personnel qualifications, 20 percent to capacity and quality control, 20 percent to price competitiveness, and 5 percent each to Section 3 and small/local business utilization plans. Proposals must include fully burdened hourly rates for daily and after-hours services, client references, Section 3 compliance and utilization plans, conflict of interest questionnaires (Texas Form CIQ and Form 1295), and subcontractor information. Insurance requirements include commercial general liability, workers' compensation, and business automobile liability coverage. A non-mandatory pre-submittal meeting and site visit are scheduled for June 9, 2026 at 10:00 a.m. at 818 South Flores Street, San Antonio. Written questions are due June 10, 2026 at 2:00 p.m. Contact Vanessa Caballero, Assistant Director of Procurement, at 210-477-6703 or procurement@homesa.org.
