Various Projects - Request for Proposals - Code Compliance Services for Various MSA Projects 2026
The Maryland Stadium Authority is soliciting proposals for on-call code compliance services for various capital development projects throughout Maryland under an indefinite-quantity master agreement with multiple awards, with proposals due October 22, 2026. The MBE participation goal is 10% overall with no subgoals. All subcontractors must be MDOT-certified, and offerors must submit completed MBE utilization affidavits with their technical proposals or face rejection. Offerors will provide third-party plan review across architectural, structural, civil, mechanical/HVAC, electrical, elevator, and plumbing disciplines at design development, 50% construction document, and 100% construction document stages, plus third-party inspections during construction to verify compliance with the International Building Code, National Electrical Code, Maryland Accessibility Code, and Americans with Disabilities Act requirements. Work will be assigned through project-specific task orders with no guaranteed minimum work. Project locations include Camden Yards Sports Complex, state school projects, racing facilities, and other MSA venues throughout Maryland. Offerors must demonstrate a minimum of five years of specialized code compliance experience, significant capacity to manage multiple projects simultaneously across design and construction stages, and experience with large-scale public gathering venue renovation and replacement projects. The contract term is five years with no renewal options. Pricing is submitted on a fully-loaded rate basis via the Financial Proposal Form, with travel time reimbursed only outside a 50-mile radius of Camden Yards Sports Complex if approved in advance by MSA. Insurance requirements include Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation per Maryland statutory requirements, and Excess/Umbrella Liability ($1,000,000 per occurrence), with MSA and the State of Maryland named as additional insureds. Technical proposals are weighted more heavily than financial consideration and will be evaluated on understanding of scope, offeror and key personnel experience, references, work capacity, and submission quality. The pre-proposal conference was held September 28, 2026, and questions were due September 30, 2026.
