About this opportunity
The State of Colorado, Department of Natural Resources, Division of Parks and Wildlife, is seeking competitive bids for the procurement and delivery of resale firewood to multiple state parks across three geographic regions within Colorado. This Invitation for Bid (IFB) solicits approximately 32,880 bundles of firewood with the potential to serve up to 30 parks total, including 18 active parks organized into three geographic areas (Area 1 in the northern region, Area 2 in the central region, and Area 3 in the western region) and an additional 12 contingency parks if needed. Each firewood bundle must meet strict specifications, including a minimum of 16 inches in length and 10 inches in width with a minimum volume of 0.75 cubic feet, containing at least 9 pieces of wood with sturdy wrapping and handles. Deliveries must occur within 5 days of order placement, scheduled directly with park staff to accommodate forklift operations, in loads of 240 to 600 bundles delivered on pallets with return pickup on subsequent deliveries, and pricing must include all freight and shipping costs with F.O.B. Destination terms. The contract term is 12 months with options for two additional 12-month renewal periods not to exceed 36 months total, with potential annual rate adjustments capped at the lesser of the Consumer Price Index average or 5 percent. Critical deadlines include a written inquiry deadline of June 17, 2015 at 4:00 PM MST, with answers posted by June 18, 2015 at 5:00 PM MST, and bids due June 26, 2015 at 11:00 AM MST, with award expected by June 30, 2015. Bidders must submit the completed bid pricing sheet, specification table, and vendor information sheet to be considered responsive, and all prices must remain firm for the initial 12-month period.
No specific set-aside designations or restrictions limiting eligible organizations are identified in the solicitation documents. Vendors must be registered in the ColoradoVSS system prior to bid opening; however, the State may consider non-registered vendors if adequate competition does not exist among registered vendors. The State reserves the right to make multiple awards to different vendors across the three geographic areas and to reduce minimum quantities if fire bans or weather-related issues are implemented at affected parks. Vendors are required to comply with all federal and state laws, including employment and discrimination regulations, participate in the E-Verify Program to confirm employment eligibility, maintain appropriate insurance coverage, and provide Material Safety Data Sheets for any regulated chemicals or hazardous materials. Payment terms require the State to remit payment within 45 days of receipt of acceptable products and a correct invoice, with interest accruing at the statutory rate specified in CRS 24-30-202(24) beginning on day 46 for unpaid balances. The solicitation documents do not specify an overall budget range or award value, as pricing is competitively bid and the estimated quantities may be adjusted based on operational needs and circumstances at the affected parks.
