About this opportunity

The City of Phoenix Water Services Department has issued an Invitation for Bid (IFB-25-0749) for Variable Frequency Drives (VFDs), seeking to establish a five-year contract commencing on or about September 15, 2025. The procurement targets VFDs from ten specific manufacturers: Allen Bradley, Eaton/Cutler Hammer, Fuji, GE, Schneider/Square D, Siemens, TECO-Westinghouse, Toshiba, Yaskawa, and Benshaw. The solicitation requires comprehensive proposals including detailed pricing tables, labor rates for low and medium voltage items, contractor-provided training, and specific VFD technical specifications such as horsepower, voltage, and model numbers. Evaluation criteria will focus on technical capability, performance history, manpower availability, equipment, safety record, and complaint history. Key dates include a non-mandatory pre-offer conference on May 15, 2025, at 10:00 am via Webex, a deadline for questions on May 19, 2025, and a final response deadline of May 28, 2025, at 2:00 pm. The City reserves the right to purchase additional quantities up to 100 percent of specified quantities and requires contractors to maintain local inventory with specified lead times.

The procurement does not explicitly specify set-aside designations, but the Supplemental Terms and Conditions document emphasizes Disadvantaged Business Enterprise requirements and non-discrimination provisions across multiple dimensions including race, color, national origin, sex, age, disability, and sexual orientation. Contractors must incorporate non-discrimination clauses in all subcontracts and comply with civil rights regulations, including provisions from the Civil Rights Act and FAA grant assurances. While no specific incumbent vendors are listed, the contract allows for potential annual price adjustments subject to City approval. The solicitation is being conducted through the City's OpenGov e-Procurement Portal, with technical support available via email or support bubble. Although no precise budget range is specified, the comprehensive nature of the VFD procurement suggests a significant municipal infrastructure investment, with the contract covering multiple manufacturers and potential equipment variations across the City of Phoenix's water services infrastructure.
