About this opportunity

Chelan Douglas Regional Port Authority (CDRPA) is requesting sealed bids on the Van Well Orchard Removal project in Douglas County, Washington, with bids due October 6, 2026 at 2:00 PM Pacific Time. The project is a public works contract subject to Washington State prevailing wage requirements — bidders must verify current rates from the Department of Labor and Industries.

The scope encompasses orchard removal and disposal across 43.9 acres, including all trees, above-ground and underground irrigation infrastructure, agricultural support structures (trellises, wind turbines), and miscellaneous debris; grading to create a surface suitable for standard zero-turn mower navigation; and hydroseeding with BFI Native Seeds' "Mid-Columbia Sand Sites" native grass mix at 50 lbs per acre, 1,500 lbs per acre of mulch, and 10% tackifier. Burning is prohibited. The contract is structured as a unit-price agreement for Item 1 (Orchard Removal at 43.9 acres) and lump-sum pricing for Items 2 (Grading) and 3 (Seeding). Substantial completion is required by December 31, 2026.

The proposed bid range is $325,000 to $375,000 plus 8.5% sales tax. A 5% bid guarantee bond must accompany proposals, and the successful bidder must furnish a Performance and Payment Bond in the full contract amount within ten days of Notice of Award. Evidence of financial resources, experience with similar projects, and Commercial General Liability insurance (minimum $1,000,000 per occurrence / $2,000,000 aggregate, with CDRPA named as additional insured) are required. The contract is subject to non-discrimination and equal employment opportunity provisions for certified Minority, Disadvantaged, and Women's Business Enterprises. Site visits are encouraged with prior notification to Contract Specialist Amanda DeSilver. CDRPA reserves the right to reject any and all bids without cause and to waive irregularities.
