About this opportunity

The Texas Commission on Environmental Quality is requesting bids for the outfitting of two existing Mercedes 2500 All-Wheel Drive Sprinter vans as mobile ambient air monitoring platforms under RFB 582-27-15466, with bids due October 20, 2026 at 2:00 PM CST and questions due October 12 at 12:00 PM CST.

The scope requires comprehensive interior and exterior modifications to transform both vans identically into fully operational air quality monitoring stations. Exterior work includes amber and white flashing lights, custom exhaust vents, side-mounted ladder, telescoping weather-station mast, sample inlet pass-throughs, trailer hitch receiver, running boards, and suspension upgrades. Interior modifications include insulation and wall construction, recessed LED lighting, generator enclosure with sound dampening, aluminum cabinetry and shelving, two 18U server racks with vibration isolators, a Tier 4 diesel generator (Cummins Onan QD 12500 or equivalent), two roof-mounted 15 BTU air conditioning units with heat strips, and comprehensive electrical systems. The solicitation specifies that requested items are believed to be proprietary to one manufacturer and/or specific to specifications, with only responses conforming exactly to specifications considered for award.

The vendor must be an approved Mercedes outfitter to maintain vehicle warranty, with outfit location required within 100 miles of Austin. All equipment must be new, current production, with manufacturer warranties assigned to TCEQ. Completed vehicles must be delivered to 12100 Park 35 Circle, Building B, Austin, Texas 78753 by August 31, 2027. Vehicle weight must not exceed 7,350 lbs. total, and generator interior noise must not exceed 60 dB during operation. A mandatory two-year warranty covering generator, electrical, and water intrusion issues is required. The vendor must provide electrical schematics and one-time training on electrical and generator systems to at least four TCEQ employees. Vendors must maintain commercial general liability insurance with minimum $500,000 per occurrence for bodily injury and $1,000,000 per occurrence for property damage, or $2,000,000 combined, plus worker's compensation coverage. An addendum posted October 13, 2026 provides clarifications and modifications to original solicitation requirements and must be acknowledged in bid submission to maintain eligibility.
