About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Purchases is requesting bids for one full-size cargo van for the Public Safety Crimes Unit, with bids due May 1, 2008. An in-state preference applies — Maine-based bidders or those offering Maine-produced commodities receive preference when prices and quality are equal, and tie bids are resolved in favor of in-state sources.

The scope is a single white, gas-powered cargo van with a 4.8L V-8 engine, automatic four-speed transmission, and a minimum cargo capacity of 256 cubic feet with cargo length of at least 120 inches from the rear of the driver's seat to the rear cargo doors. The vehicle must meet a gross vehicle weight rating of 8,600 pounds, a wheelbase between 127 and 138 inches, 4-wheel antilock disc brakes, power steering, front and rear heaters with dual climate zones, and heavy-duty transmission and engine coolers. Fuel capacity must be minimum 30 gallons with all-season radial tires and a full-size spare tire mounted under the rear underbody. The vehicle must be a new 2008 or 2009 model year with minimum mileage at delivery. All wheel weights must be lead-free; failure to deliver vehicles with lead wheel weights incurs a $50 deduction per vehicle from the awarded bid price.

Bidders must complete and submit a General Vehicle Specification and Technical Specification Sheet with their electronic response. Evaluation will consider life-cycle costing, emission ratings, fuel economy based on the U.S. Department of Energy Fuel Economy Guide calculated over 100,000 miles, and California certification compliance if applicable. Warrantee terms, roadside assistance availability, and mercury content in vehicle components must be addressed in bids. Bid pricing must remain firm for a bidder-specified period. The State requests that bidders indicate whether they will accept orders from other authorized political subdivisions, school administrative districts, or agencies in Maine at the quoted prices.

Terry L. DeMarquant, Procurement and Contracting Manager, serves as the sole point of contact for questions submitted in writing via fax to 207-287-6578 or email to Terry.L.DeMarquant@maine.gov.
