About this file
This is a bid instructions document issued by the State of Maine, Department of Administrative and Financial Services, Division of Purchases, for the acquisition of a van for the Public Safety Crimes Unit. The State is requesting bids for new 2008 or 2009 model year vehicles and expects delivery with minimum mileage. All specifications outlined are considered minimums, and the State reserves the right to accept or reject any bids that do not meet specifications, consider approved equivalents, and evaluate alternates for equivalency. Bidders must complete and submit a General Vehicle Specification and Technical Specification Sheet with their electronic response, signed by an authorized person. Terry L. DeMarquant, Procurement and Contracting Manager, serves as the sole point of contact for questions or correspondence, which should be submitted in writing via fax to 207-287-6578 or email to Terry.L.DeMarquant@maine.gov.
Bid pricing must remain firm until a specified date provided by the bidder, and the State requests that bidders indicate whether they will accept orders from other authorized political subdivisions, school administrative districts, or agencies in Maine at the quoted prices. The State emphasizes environmental sustainability through its procurement policy, specifically requiring lead-free wheel weights on all vehicles; failure to deliver vehicles without lead wheel weights will result in a $50.00 deduction per vehicle from the awarded bid price. Additionally, bidders must address mercury content in vehicle components, warrantee terms (stated in months and miles), availability of roadside assistance as part of the fleet warranty, and any associated costs. Evaluation of bids will consider life cycle costing, emission ratings, fuel economy based on the U.S. Department of Energy Fuel Economy Guide (calculated over 100,000 miles), and whether vehicles meet California certification requirements if applicable. Bidders may withdraw items from their bid before award without penalty by submitting a written request.

I. State Purchasing of Safer Alternatives
The State of Maine shall continue its commitment to environmentally preferable procurement so as to purchase products and contract for services that have a reduced negative impact on human health and the natural environment in comparison to other products and services that serve similar purposes. To that end, the State shall carry on its efforts to seek ways to increase the acquisition of such products and services to the extent feasible, balancing price, performance, availability, and safety.
In carrying out this commitment, the Department of Administrative and Financial Services (DAFS), the Division of Purchases, and the Department of Transportation (DOT) in cooperation with other executive branch agencies, shall avoid products and services that contain, use or release chemicals that are PBTs or carcinogens whenever safer alternatives are available, effective and affordable. The Governor’s Task Force to Promote Safer Chemicals in Consumer Products, created herein at section IV, shall direct the DAFS and the DOT to a list or other information from authoritative resources to identify PBT's and carcinogens. The Task Force will consult with the Division of Purchases to ensure the information source will be realistically useable by purchasing staff. Immediate priorities for implementing this policy include, but are not limited to:
a. The state fleet is transitioning to lead-free wheel weights. The DOT is researching and trial testing a variety of lead free wheel weight alternatives. The DOT's conclusions will be shared with other state fleet managers to inform their transition to lead-free wheel weights.
b. Lead-free alternatives are expected to be the replacement product at state owned and operated garage and maintenance facilities for passenger cars and light duty trucks by July 2006.
