About this opportunity

The City of Laurel, Maryland, is requesting sealed bids for the Van Dusen Road Improvement Project—Phase 1 (Contract LA 26-003), with bids due November 8, 2026, and a pre-bid meeting held July 8, 2026. A three percent preference is granted to minority-owned businesses, Laurel-area businesses maintaining a Laurel post office address, or Maryland-located businesses when their bids fall within three percent of the low bid and all other contract requirements are met.

The scope encompasses road construction and improvement on Van Dusen Road from north of Contee Road to Cherry Lane, including clearing and grubbing, excavation, pavement removal and replacement, asphalt milling (approximately 23,374 square yards) and paving (approximately 3,035 tons of asphalt mix), curb and gutter installation (approximately 1,229 linear feet), concrete sidewalk construction (approximately 2,976 square feet) with ADA ramps, asphalt trail, metal fencing, handrails, drainage infrastructure repairs, electrical and signal upgrades, traffic control devices, and landscaping and stabilization measures. The bid includes 75 line items with specified unit quantities.

Contractors must hold a registered Maryland contractor number and comply with Maryland Annotated Code, local building codes, and National Electrical Code requirements where applicable. Bid bonds or letters of credit equal to five percent of the bid amount are required, with bonding companies rated A- or better per Best's Insurance Reports and Class VII financial size. Performance and payment bonds equal to 100 percent of the contract award must be obtained within 10 days of notice of award. Comprehensive insurance requirements include workers' compensation at statutory limits, commercial general liability of $1 million combined single limit, automobile liability of $1 million, and umbrella liability of $2 million for bids under $500,000 or $3 million for bids exceeding $500,000. Builders risk coverage on replacement cost basis and a one-year maintenance bond following final acceptance are mandated.

The contract term is 180 consecutive calendar days from Notice to Proceed, with liquidated damages of $100 per calendar day for delays. The City reserves the right to modify project scope up to 25 percent of contract value without grounds for additional compensation claims. Questions must be submitted by 2:00 p.m. EST on July 22, 2026. Addendum #1 was issued July 24, 2026, and must be acknowledged in all bid submissions.
