Subject: Addendum #1 - LA 26-003, Van Dusen Road Improvement Project – Phase 1 (I)

Date: July 24, 2026

Dear bidders, The Department of Public Works received twenty (20) questions from bidding contractors by the specified deadline. The questions and corresponding answers are provided below in Red:

1. Will the contractor be required to hire a third-party tester for concrete testing? If so, how would that be paid? The City of Laurel inspector will perform concrete testing and test-cylinder casting.

2. Will the City be applying for the service with BGE? The cost at the time of bid is unknown to the contractor. The City of Laurel will apply for service with BGE.

3. Will the City be inspecting the electrical service and sending a letter of authority to BGE?

Will the contractor be exempt from needing to apply for a permit? The City of Laurel electrical building inspector will inspect the traffic signal wiring. The contractor will not be required to file a permit.

4. Page 284 states to pick up and install administration furnished signal structures. Will the City be suppling the poles? Contractor shall furnish all poles, equipment, and hardware.

See revised bid book specification section 818 (attached).

5. Will the poles be the 1994 Maryland standards (4 anchor bolts) which are still being used by the Counties and Cities or the new LTS6 standards (6 anchor bolts)? Please note lead times for the LTS6 poles are 24-30 weeks after approved submittals. The bid shall be based on the 1994 Maryland Standards, which require the use of four-anchor-bolt poles. All bid item pricing must reflect compliance with the 1994 Maryland Specifications.

See revised bid book specification section 816 (attached).

7. Will the City be requiring an As-built for the signal? If so will an item be added to the bid?

As-built preparation is required and will be incidental to the new bid item for PROGRAM, TEST, AND COMMISSION TRAFFIC SIGNAL (LUMP SUMP), as noted in revised bid book specification 820.

8. Will the City provide a Tech to program the signal controller and program the cameras?

Contractor shall provide or engage the services of a qualified traffic signal technician to program and perform testing according to revised bid book specification 820 (attached).

The following item has been added to the bid list:

Please provide price for the following item:

PROGRAM, TEST, AND COMMISSION TRAFFIC SIGNAL (LUMP SUM)

9. It is very helpful that drawings have the quantities ready and wondering if the demolition of existing sidewalk or curb and gutter should be included in the unit price for each item or should i add a new bid item showing demolition of existing conditions prior installation of new cur gutter and sidewalk?, for example PS-07 roadway plan shows existing sidewalk and curb that needs to be removed prior. I just want to make sure that the rest of the bidders know that there is a demolition and disposal cost that needs to be considered and make it easier for leveling the bids on your end. The removal of the existing curb and gutter and sidewalk should be quantified under Class 2 excavation.

10. We plan to bid site concrete, paving, paving markings, signage, traffic control, and sediment control and the only scope that we are not interested in is Traffic signalization. Is it possible to send a proposal like that or do you recommend that I find a subcontractor under us and send the bid as a full package. I'm assuming all the traffic signalization are overhead wires and there are no underground conduits that need to be installed prior to the sidewalk and cur/gutter placement. The bid should be sent as a full package for the scope of work required to complete the job. If you choose to use a subcontractor for the scope of work you are not completing yourself, you as the primary contractor assume liability/responsibility for the subcontractor's work. There is installation of traffic signal -
