About this opportunity

The Maine Department of Transportation, in conjunction with the Maine Department of Administrative and Financial Services, Division of Purchases, is requesting quotations for six 12-passenger center-aisle gasoline vans under RFQ-17A-08041600000000000717, with bids due May 16, 2008. The procurement is contingent upon approval from the U.S. Department of Transportation, Federal Transit Administration.

The scope comprises four vans for York County Community Action Corp in Sanford and two vans for Downeast Transportation, Inc in Ellsworth. Each vehicle is a 2008 model-year, full-size extended-length van with a 5.4L V8 gasoline engine (255 HP at 4500 RPM, 350 lb-ft torque at 2500 RPM) paired with a 4-speed automatic transmission with overdrive, configured to accommodate 11 adult passengers plus one driver. Specifications mandate center-aisle design, ADA compliance, comprehensive warranty coverage (manufacturer's standard, rust-proofing, and aftermarket installations), and documented warranty and maintenance service agreements with qualified facilities within a 50-mile radius of service areas. All materials must be new; no used or reconditioned components are permitted. Optional items available for separate pricing include frame-mounted hitch, bike rack, two-way radio systems, and rear bumper safety sensor system.

The contract is subject to Federal Buy America provisions (60 percent domestic content with U.S. assembly), Clean Air and Water Acts, civil rights and non-discrimination requirements, and FTA bus testing standards. Bidders must submit specifications and completed certifications in a sealed envelope; pricing is submitted electronically through the Advantage ME purchasing system. No public bid opening will be held. Requests for "approved equals" and protests must be submitted in writing by April 30, 2008, supported by technical data and test results. Bid prices must remain firm for one year following bid closing, during which an additional six units may be ordered at the quoted price unless model-year chassis become unavailable. Award is to the lowest responsible bidder based on best value, with delivery timeline and bid compliance considered. Payment terms are thirty days net after acceptance of each vehicle.
