Plant mix bituminous pavement must achieve minimum density of 92% of theoretical maximum density for new construction and 94% for patching, using performance-graded asphalt binder PG64-28, verified through coring and compaction testing per ASTM and AASHTO standards. A critical 20 consecutive working day window is required for completion at the intersection of Van Buren Avenue and Rock Springs Street, with liquidated damages assessed daily for failure to meet this deadline. The contractor must furnish performance and payment bonds equal to 100% of the contract amount and maintain them for a two-year warranty period. A 5% bid guarantee is required in the form of a bid bond or cashier's check. The City will retain 5% of monthly payments throughout the contract term.
An optional pre-bid meeting is scheduled for October 2, 2026 at 10:00 a.m. via Zoom. Questions are due October 9, 2026, with addenda responses due October 15, 2026.
