About this opportunity
The Missouri Department of Revenue, through the State of Missouri Office of Administration, Division of Purchasing, is requesting proposals for validation sticker equipment and registration materials under RFP STATE 0000000525SL, with proposals due October 16, 2026 at 2:00 PM Central Time (amended from October 9). The state is transitioning from the incumbent Missouri Vocational Enterprises to an on-demand printing process.
The scope includes ten Zebra industrial printers, software or internet-based applications, separator equipment, training, technical support, and finished validation stickers secured to cardstock registration materials. The contractor must produce approximately 3 million to 5 million validation stickers annually in eleven reflective colors (white, yellow, purple, green, blue, red, orange, black, lime green, and neon pink, with neon orange as a twelfth option) in two sizes: 1" × 2.5" and 1" × 1.5". Validation stickers must include holographic watermarks and meet retroreflective performance standards per ASTM E-810 at specified entrance angles and observation angles. Stickers must remain durable for three years and include destructive materials preventing removal in one piece to prevent theft. Cardstock registration materials are 4" × 8.5" in continuous fanfold format. The contractor must deliver finished stickers and materials within fifteen business days of a properly executed order, with liquidated damages of $100 per calendar day for late deliveries beyond this window. The contractor provides all equipment under a bailment agreement at no cost to the state, covering maintenance and repair during the three-year contract term, and must remove equipment within thirty days of expiration.
All pricing is firm and fixed per Exhibit B, covering materials, labor, equipment, facilities, supplies, software, training, technical support, and thermal transfer ribbons or ink. Vendors must be registered in MissouriBUYS in "Prospective" or "Spend Authorized" status to submit proposals and achieve "Approved" status in MissouriBUYS and "Spend Authorized" status in MOVERS to be considered for award. The evaluation methodology is multiattribute scoring. The current contract expires December 31, 2026, with three-year renewal options available at the Division of Purchasing's discretion. The contract includes mandatory disclosure and compliance obligations regarding artificial intelligence technologies prior to implementation.
