About this opportunity
The Missouri Department of Revenue, through the State of Missouri Office of Administration Division of Purchasing, is requesting proposals for validation sticker equipment and registration materials under a three-year Blanket Purchase Agreement, with proposals due October 9, 2026, at 2:00 PM Central Time. The current contract with Missouri Vocational Enterprises expires December 31, 2026, creating immediate procurement urgency.
The scope encompasses a complete printing solution: ten printers, software or internet-based applications, separator equipment, thermal transfer ribbons or ink, training, and technical support. The awardee must supply finished blank validation stickers pre-applied to cardstock registration materials and manufacture approximately 3 million to 5 million validation stickers annually for passenger, truck, bus, motorcycle, permanent disability, and trailer plate registrations. Validation stickers must be produced in two sizes (1 inch by 2.5 inches and 1 inch by 1.5 inches) with eleven different reflective colors, holographic watermarks embedded within the sheeting, and retroreflective characteristics meeting ASTM E-810 standards at specified candlepower thresholds varying by color and entrance angle. Cardstock registration materials must be 4 inch by 8.5 inch fanfold continuous form compatible with Bell and Howell Forerunner Inserters. The contractor must identify a Contract Manager, Support Technician, and Trainer; deliver finished goods within fifteen business days of order receipt; provide all equipment on a bailment agreement with the contractor bearing maintenance, repair, and insurance responsibility; and conduct pre-production testing of at least 500 samples to verify quality, print durability, and sticker destructibility. A three-year warranty on finished products is required. The incumbent is Missouri Vocational Enterprises, an offender rehabilitative program.
All pricing must be firm and fixed with no additional charges for equipment, training, taxes, or shipping; FOB Destination, Freight Prepaid and Allowed applies. Liquidated damages are assessed at $100 per calendar day for late deliveries. The Division of Purchasing holds options to renew for two additional one-year periods. The contractor must comply with AI disclosure requirements, state data handling protocols, E-Verify employment verification, and Missouri tax and business registration obligations. Responses are submitted electronically through MissouriBUYS with sealed visibility and awards made using multiattribute scoring.
