About this opportunity
Halifax Health, a special taxing district hospital located in Daytona Beach, Florida, is issuing a Request for Proposal (RFP) for valet parking services to qualified valet parking firms to provide complimentary parking services for patients and visitors at Halifax Medical Center. The procuring entity operates three inpatient hospital facilities with 673 combined beds and multiple outpatient centers throughout Volusia County. The valet services will be provided at two separate kiosks operating at the France Tower portico (Monday through Friday, 8 A.M. to 4 P.M.) and Fountain Tower portico (Monday through Friday, 8 A.M. to 3 P.M.), with hours adjustable based on demand and special events, and services generally not offered on major holidays. The contractor must provide one onsite supervisor and two valet attendants, with the supervisor assisting at whichever location experiences higher parking volumes, and must furnish all equipment, supplies, uniforms, and claim ticket stock. The evaluation will be based on Qualifications of Staff (25 points), Technical Approach (30 points), and Cost (20 points), for a maximum of 75 points. The contract term shall be for an initial three-year base period with one optional one-year renewal period. The RFP was released on May 7, 2026, with the last day for vendor questions on May 25, 2026, answers posted by June 4, 2026, and proposals due in June 2026, with an award recommendation posted by August 4, 2026.
Respondents must meet multiple compliance and certification requirements, including submission of sworn statements regarding public entity crimes, human trafficking attestations, proposer certifications confirming equal opportunity employment practices and sexual harassment policies, scrutinized companies certifications, foreign country of concern attestations, and IRS Form W-9 documentation. Proposals must be submitted electronically through the Halifax Health Procurement Portal in seven organized tabs with a maximum of 100 pages, and must include a Certificate of Liability Insurance with minimum coverage of $1,500,000 per occurrence and $250,000 and $1,500,000 aggregate, naming Halifax Health as an additional insured. Pricing shall be submitted using a management fee agreement model with proposed staffing rates including annual salary and benefit costs for a valet supervisor and hourly rates for valet attendants, along with a list of all operational equipment costs and a redacted invoice from a similar-sized operation clearly defining all fees, payroll, payroll burden, employee insurances and benefits, and operational expenses. No specific budget range or award value is listed in the RFP documentation, as pricing will be evaluated competitively among qualified respondents based on their submitted proposals.
