About this opportunity

The City of Peoria, located in Peoria County, Illinois, is soliciting bids for Vacant Lot Clearing Services under RFQ 19-24, specifically for Group 16 of their ongoing lot maintenance program. This procurement opportunity requires pre-qualified contractors who are already contracted with the City of Peoria to perform comprehensive lot clearing services, with a specific focus on two adjacent lots at 707 and 709 Morton Street. The detailed scope of work includes removing approximately 23 trees, fence posts, grinding stumps below grade, eliminating bricks, concrete, and debris, filling holes, leveling and grading lots, and applying grass seeds. Contractors must submit detailed before and after photos documenting their work, along with invoices, to Shawn Johnson for verification. The bid submission deadline is September 12, 2025, with work expected to commence within 10 days of award. Evaluation criteria prioritize the lowest, most qualified contractor, with a strong emphasis on thorough site preparation and timely project completion. Bidders are strongly advised to conduct site visits to accurately understand the specific work requirements for each property.

The solicitation does not explicitly outline specific set-aside designations or restrictions on participating organizations beyond the requirement of being pre-qualified and already contracted with the City of Peoria. No specific budget range or award value is disclosed in the provided documentation, and there are no mentions of disadvantaged enterprise requirements or incumbent vendors. The procurement appears to be part of a broader municipal lot maintenance or urban renewal initiative, with a structured process for contractor selection, work verification, and payment. Invoices will be processed within 2-3 weeks, and contractors must email documentation to SDJOHNSON@PEORIAGOV.ORG. While precise financial details are not specified, the project suggests an ongoing municipal effort to maintain and improve vacant lots within the Peoria urban landscape, with a systematic approach to lot clearing and restoration.
