About this opportunity

The City of Philadelphia is conducting a micro purchase procurement for a Utility Tilt Truck through a Requirements contract method, with quotes due by May 7, 2026. This procurement will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. All vendors must quote all items to be eligible for award consideration, and no delivery or services shall commence until official notification is received from the department. Vendors are required to submit electronic quotes through the PHLContracts platform (www.PHLContracts.phila.gov) with a validity period of 60 days from submission or throughout the entire contract term for Requirements Contracts. The contract term is 365 days from the Effective Date specified in PHLContracts and will automatically terminate without notice upon expiration. Key qualifications include the requirement that vendors maintain Workers' Compensation insurance at statutory limits, General Liability insurance with minimum limits of $500,000 per occurrence, and Automobile Liability insurance with minimum limits of $300,000 per occurrence. All pricing must be quoted net and exclusive of taxes with FOB Destination Point delivery, and all products become the sole property of the City upon delivery and approval.

The City of Philadelphia does not impose set-aside designations on this procurement, though the Local Business Entity (LBE) Program certification status question must be answered by all vendors to proceed with quote submission; however, the LBE Program does not apply to small purchases. Vendors may voluntarily submit an LGBTQ Applicant Data Form to disclose beneficial ownership and control by individuals who self-identify as Lesbian, Gay, Bisexual, Transgender, or Queer, as well as any LGBTBE certification through the National LGBT Chamber of Commerce or other third-party certifications such as those from women's business enterprise or minority supplier development councils. A signed Consent and Authorization Agreement must be on file in the vendor's profile prior to bid closing to ensure quote responsiveness, which can be submitted either during vendor registration or as an attachment to the first submitted quote. The maximum contract value is $43,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published figure and rounded to the nearest $1,000. Payment will be made through electronic deposit following delivery, City approval of products and services, and invoice submission.
