About this file

This is a Seller Standard Operating Procedure (SOP) Checklist document issued by the City of Philadelphia Procurement Department for the submission of quotes on small purchases through the PHLContracts platform. The document provides step-by-step guidance for vendors responding to the City of Philadelphia's Utility Tilt Truck micro purchase opportunity. The bid will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and are instructed not to deliver or provide services until notified by the department. This procurement will result in a Requirements contract.

The checklist outlines 13 procedural steps vendors must complete to submit a compliant quote, including verifying seller role status, selecting Local Business Entity (LBE) certification status, entering unit costs for each bid item, answering all mandatory questions, accepting terms and conditions, and submitting required attachments. Critical attachments include an executed Consent & Authorization form, which must be on file in the vendor's profile for the quote to be considered. Vendors may optionally submit an LGBTQ Applicant Opportunity Data Form and any supporting documentation related to their quote. All validation warnings must be addressed and resolved before quote submission through the PHLContracts portal at www.PHLContracts.phila.gov. The LBE Program does not apply to small purchases, though the certification status question must be answered to proceed.
