About this opportunity
Palm Beach County Water Utilities Department is requesting proposals for Utility Distribution & Collection System Continuing Engineering Services (Project 26-019), with proposals due July 8, 2026 at 3:30 p.m. The county will select up to five firms for a four-year term. A mandatory 20 percent Small Business Enterprise (SBE) participation goal applies, with evaluation preference points of up to 15 available based on certified SBE dollar participation.
All prime consultants and subconsultants must hold current CCNA (Certified Consultant Network Agreement) certifications in topography, soils and foundation, materials testing, mechanical engineering (wastewater collection and water distribution), electrical, structural, environmental, and subsurface utility engineering prior to the proposal due date. Firms with pending CCNA applications or annual renewal applications may submit proposals provided recertification is obtained before the Final Selection Committee meeting. Teams performing more than 25 percent of work locally may receive up to 3 selection points; firms with state minority certification receive two points per state requirements.
The scope includes continuing engineering services for transmission, collection, lift station, and pump station facilities. Services are structured as hourly not-to-exceed and lump-sum fees with an overall overhead and profit factor. The county specifies InfoWater as the standardized hydraulic modeling platform for sanitary, water, and storm systems, and will provide GIS data in Esri format to selected firms. Professional liability insurance of $3,000,000 minimum is required. FS 287.055 limits estimated construction cost for individual projects to $7.75 million and professional services fees to $500,000 per individual study.
Proposers must submit nine originals including a letter of interest (10 pages maximum), GSA Form SF 330, questionnaires, OSBD schedules, certifications, conflict-of-interest disclosures, and Business Tax Receipt from the Palm Beach County Tax Collector. The pre-proposal meeting was held June 8, 2026. Contract award is projected for December 2026. All solicitation documents are available through the Palm Beach County Vendor Self Service portal.
