About this file

This is Addendum No. 3 to a Request for Proposal issued by the Palm Beach County Water Utilities Department for Utility Distribution & Collection System Continuing Engineering Services (Project No. PBCWUD 26-019). The addendum addresses questions submitted by prospective bidders regarding technical requirements and qualifications for the project. Key clarifications include confirmation that all relevant RFP information is available on the PBC Vendor site, that InfoWater is the standardized hydraulic modeling platform for sanitary, water, and storm systems, and that GIS data in Esri format will be made accessible to selected firms. The document specifies that proposal teams must meet all CCNA (Caribbean Certified Network Associate) categories listed in the original advertisement, though firms may submit proposals with pending annual renewal applications provided recertification is obtained prior to the Final Selection Committee meeting.

The addendum does not address pricing terms, set-asides, funding sources, or contract duration. Instead, it functions as a clarification document responding to technical and qualification-related inquiries from bidders. The response regarding CCNA certification requirements indicates that while current certification is required at proposal submission, exceptions are made for firms with applications in process, as long as final recertification is obtained before final selection. The document was issued on June 16, 2026, by Jane House, P.E., LEED AP, Director of Engineering for the Palm Beach County Water Utilities Department.

ADDENDUM NO. 3

PALM BEACH COUNTY WATER UTILITIES DEPARTMENT

UTILITY DISTRIBUTION & COLLECTION SYSTEM

CONTINUING ENGINEERING SERVICES

Project No. PBCWUD 26-019

QUESTIONS AND ANSWERS:

Q1 – Can you please email me any and all information that is not listed on the PBC Vendor site?

A1 – All information relevant to this RFP is posted on the PBC Vendor site.

Q2 - Does Palm Beach County have standard platform(s) established for hydraulic modeling of the sanitary, water and storm systems that will be required by the selected firms? If so, what modeling platform(s) is/are standardized for each system?

A2 – All the hydraulic modeling is in InfoWater.

Q3 – Is GIS data available of the Palm Beach County infrastructure assets? If so, in what format and quality will be made accessible to the selected firms?

A3 – GIS data is in Esri (Environmental Systems Research Institute).

Q4 – For this contract, do the subs need to be certified for CCNA? Particularly, in the surveying category, we would like to have Dennis J. Leavy as part of our team, but he is no longer CCNA certified for category 5.01 Topography Land Surveying.

A4 – To qualify the solicitation, the proposal team has to meet all CCNA categories specified in the advertisement. It is acceptable for proposal firms that have submitted their CCNA annual renewal applications but have not yet received a confirmation of the recertification at the proposal due date, to submit their proposals. The recertification must be obtained prior to the Final Selection Committee meeting.
