About this opportunity

Indian River County is seeking consulting services for a Utilities Technology Master Plan (UTMP) and Customer Information System (CIS) through Request for Proposal #2026003. The county requires an independent, vendor-neutral consultant to develop a strategic technology roadmap for the Department of Utility Services and lead a comprehensive assessment and selection process for a new Customer Information System. The project will involve a detailed review of existing business processes, technology environments, and organizational capabilities, with specific emphasis on cloud migration, cybersecurity, system integration, and improving customer experience. Proposals are due on October 24, 2025, at 2:00 P.M., with a contract term commencing on January 1, 2026. The county serves over 150,000 people, with a water system of 57,000 accounts and a wastewater system of 38,000 accounts. Evaluation will be based on six criteria totaling 100 points, with the highest weight given to firm qualifications, project understanding, and approach. Firms must first submit a non-disclosure agreement (NDA) to purchasing@indianriver.gov at least 14 days before the proposal due date to access confidential information.

To participate in this procurement, firms must complete several compliance documents, including an Anti-Human Trafficking Affidavit, Disclosure of Relationships form, Scrutinized Companies Certification, and Foreign Entity Ownership Affidavit. The current Customer Information System (CIS Infinity) has been in place since 2011 and requires reassessment. While no specific incumbent vendor is mentioned, the county's existing system will need comprehensive evaluation and potential replacement. Though a specific budget range is not explicitly stated, the Sample Agreement indicates compensation will be based on a maximum not-to-exceed professional fee for completed tasks. Proposing firms must maintain specific insurance coverages, including worker's compensation, general liability, auto liability, and professional liability, with Indian River County named as an additional insured. The total liability for claims against the consultant is limited to the lesser of the project fees or $200,000. Notably, the procurement includes strict requirements about foreign ownership and organizational structure, reflecting Florida's specific procurement regulations.
